Division of Public Health Fellowship Opportunities

These are all time-limited, temporary positions serving an 11-month tenure with the possibility for a 2nd year should funding and capacity allow. The screening process will begin after applications close on February 28, 2025. If a review of your qualifications results in a decision to pursue your candidacy, a representative from the North Carolina Division of Public Health (NC DPH) will contact you, and you may be required to complete an additional application form for the state's Temporary Solutions program.

Statistician I

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $25/hour

    This position will serve the State Center for Health Statistics specifically working in the Central Cancer Registry. This is technical and professional work in the collection, evaluation and analysis of program data for a state agency. Positions provide statistical support and data evaluation for an agency or program with continuous and varied data and analysis requirements. Studies are usually requested by management, but the statistician may also recommend areas of investigation. Procedures for collecting and processing data may be subject to the review of others; however, statistical techniques and analytical processes employed are usually the province of the employee. Narratives or public presentations may be used to explain the study process and the conclusions in terms of statistically significant results and subject matter or program area conclusions. Drafts or final reports are reviewed by the manager requesting the study for conformance to study objectives, correctness of program or subject matter statements, and for implications of analyses.

    • Thorough knowledge of the methods of statistical research of information; and investigative methodology, its application to problems and the presentation of results.

    • Thorough knowledge of statistical software.

    • Ability to initiate, develop, and design research projects

    • Ability to apply statistical principles and methods in the evaluation of problems.

    • Ability to analyze statistical data and to present findings clearly and concisely in written and graphic form.

    • Ability to modify package computer programs and to utilize computers and calculators.

    • Ability to establish and maintain effective working relationships with associates, managers, other agencies, and the public.

  • Master’s degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution; or Bachelor’s degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution. Some experience in data analysis is preferred.


Program Analyst I

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $24/hour

    This position will serve the State Center for Health Statistics specifically working in the Central Cancer Registry. Work in this class involves independent consultation, technical assistance, and program/project administration in a departmental or agency wide program of moderate complexity. Positions in this class may serve as lead consultant, program manager and/or project manager for the department based on their area of assignment. Work is distinguished from the Program Coordinator series by the complexity of the program and the consultative nature of the work. Work involves consulting with program stakeholders internal to and external to the agency, and considerable analysis and interpretation of data and trends in the program area of assignment.

    • Considerable knowledge of the principles and practices of public and business administration.

    • Considerable knowledge of operations and standards in the program area of assignment.

    • Basic knowledge of personnel policies and procedures.

    • Skill in collecting and analyzing data and information.

    • Skill in program analysis and evaluation.

    • Skill in communicating effectively with program stakeholders.

    • May require basic knowledge of accounting practices and procedures.

    • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

    • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.

    • Ability to plan, assign, and supervise the work of subordinate employees (if applicable)

    • Ability to establish and maintain effective working relationships with agency personnel, officials, and the general public.

  • Bachelor’s degree from an appropriately accredited institution. Some progressively responsible experience related to the area of the assignment is preferred. 


Public Health Epidemiologist – Oral Health

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $28/hour

    This position will serve the Oral Health section on their epidemiology team. Positions in this class may be entry level or serve in an independent role. Employees' work may have a significant impact on public health as they plan, develop and conduct investigations into the causes of negative health outcomes including disease and injury. Employees implement interventions to control and prevent negative health outcomes. They collect, analyze and interpret statistical data, and prepare epidemiologic reports. Employees provide epidemiological data for consultation and assist in the development and coordination of plans to reduce the risk of negative health outcomes including death. Work includes assisting county health departments in formulating strategies to manage problems, conducting varied literature reviews and implementing evidence-based interventions. Employees may specialize in a number of areas including infectious disease, chronic disease, injury, environmental/occupational epidemiology, health care evaluation, cancer, reproductive health, cardiovascular disease or human genetics. Employees may develop policies and procedures for new and existing disease control or other public health prevention programs on a limited basis or scope. Work in this class involves training, technical assistance and consultation regarding epidemiology and control of diseases or other health outcomes. Employees serve as technical experts in the assigned area. Work may include trend analysis and independent statistical and epidemiological analysis. Employees typically report to a Public Health Epidemiology Supervisor or Public Health Epidemiology Program Manager.

    • Working knowledge of epidemiologic principles, investigations, surveillance, study design, descriptive statistics, statistical analysis and interpretation of statistical data and scientific literature.

    • Considerable knowledge of biostatistics including the use of statistical software and statistical programming languages.

    • Considerable knowledge of computers, database design, management and manipulation.

    • Ability to communicate effectively orally and in writing.

  • Master's degree in Epidemiology or closely related health field from an appropriately accredited institution. Some related experience is preferred. 


Public Health Epidemiologist – EPI, Foodborne Program

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $28/hour

    This position will serve the Epidemiology section specifically in the Medical Consultation Unit working in the foodborne program and across epidemiology programs in the unit as needed. Positions in this class may be entry level or serve in an independent role. Public Health Informatician

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $31/hour

    This position will serve the Epidemiology section in the Communicable Disease Branch specifically in the Surveillance Systems Unit. Work in this class involves determination of public health priorities and services with special emphasis on informatics and the research, use, impact, and evaluation of information technology on public health surveillance, surveys, and laboratory systems. Positions in this class may serve as a project lead involved with public health informatics and serve as a subject matter expert on the design and implementation of Information Technology systems integrating public health priorities and other information from a public health program perspective. Work includes providing technical assistance and consultation on public health surveillance and informatics, planning and directing focused studies, and demonstration of projects to strengthen and integrate information systems.

    • Thorough knowledge of public health informatics theories, principles, concepts, and standards sufficient to develop and coordinate policies and the overall program that will be applied throughout the Department.

    • Thorough knowledge of public health scientific principles and policies, and comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.

    • Thorough knowledge of necessary informatics infrastructure to develop and maintain surveillance systems plus the principles, methods, materials, practices and procedures applied in public health surveillance systems.

    • Thorough knowledge of interpersonal relationship skills to establish and maintain effective and diplomatic working relations and secure support and cooperation.

    • Skills in leadership, planning and organization.

    • Ability to communicate effectively orally and in writing with Division staff, representatives of local health departments, health care providers, study participants and the media.

  • Master's degree in Health Informatics or related health field from an appropriately accredited institution; or Bachelor's degree in Health Informatics or a related health field from an appropriately accredited institution. Some related health informatics experience is preferred. 


Agency Legal Consultant I

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $34/hour

    This position will serve the Division Office’s Legal Team. This is professional legal work in a State agency with specialization in one or more legal/programmatic areas or functions.  Examples of work include conducting administrative hearings; serving as appeals referee, preparation of legal documents or correspondence; drafting of rules, regulations, and procedures; or providing consultation to a commission, authority, or committee.  Additional examples of work include performing a variety of legal functions such as, researching, summarizing, and evaluating motions, petitions, transcripts, and briefs, identifying legal issues, comparing law and developing relevant information from different sources to address various legal issues, providing analysis, interpretation, and advice on a variety of administrative law issues.  Employees usually report to an executive legal counsel position or higher level administrative director within the agency.

    • Basic knowledge of the principles and practices of administrative law.

    • Working knowledge of the laws, rules, and regulations applicable to the programmatic or administrative areas to which the position is assigned.

    • Considerable knowledge of the programmatic principles and/or technical concepts, procedures and terminologies related to the area to which the position is assigned.

    • Ability to interpret laws, rules, regulations, and court decisions.

    • Ability to analyze facts, evidence, and legal documents.

    • Ability to express legal interpretations or conclusions of law clearly and logically in oral and written form.

    • Ability to maintain effective working relationships with the public and other persons contacted in the course of work.

Nurse Consultant I

  • LOCATION: Hybrid - Raleigh, NC

    PAY: $25/hour

    This position will serve the Communicable Disease Branch and be dedicated to its Tuberculosis Program. Employees in this class typically provide expert advice and consultation within specialized nursing services in areas such as public health, utilization review, eye care and nursing education, infection control, quality performance improvement, risk management, recruitment and nursing administration. They may provide technical expertise and guidance in assessing, developing and implementing educational and research materials to meet nursing practice needs. Employees spend the majority of their time performing independent functions rather than direct patient care and may conduct onsite surveys or program audits. Work is performed under the general supervision of a higher-level Nursing Consultant or Nurse Supervisor. 

    • Basic knowledge of nursing principles and techniques for medical, surgical and mental health practices.

    • Working knowledge of principles and practices of state and federal laws standards, certifying and accrediting bodies, guidelines, and regulations applicable to area of assignment.

    • Working knowledge of adult learning principles and teaching techniques.

    • Working knowledge of performance improvement principles.

    • Ability to gather, compile, and perform preliminary analysis on data.

    • Ability to provide patient and family education on disease processes, treatment and self-care.

    • Ability to provide feedback and guidance/counsel to nursing staff on care rendered to patients.

    • Ability to effectively teach nursing staff and other employees as appropriate through orientation and on-the-job training.

    • Ability to work in partnership with facilities/supervisory and management staff and outside organizations in planning, scheduling and providing service.

    • Ability to effectively communicate information to patients, families and staff in a concise and descriptive manner verbally and in written form.

    • Ability to engage in public speaking.

  • Licensed to practice as a Registered Nurse in the State of North Carolina and one years of experience in the area of specialization.
